> Proposals must be submitted in one of the three forms below:

> 1. You can propose a complete panel, including the speakers. The 
> proposal must include a description not only of the panel, but of the 
> papers and the speakers as well. The organizing committee will 
> evaluate the proposal and, if accepted, will announce it on the 
> website of the conference.

> 2. You can submit a proposal for a panel you wish to organize by 
> simply giving its title and a description. The organizing committee 
> will evaluate the proposal and, if it is accepted, will decide whether 
> the organizer should be the sole judge in accepting or rejecting 
> papers. Accepted panel proposals will be announced on the website of 
> the conference and people can then submit papers to the person who has
