(University of Maryland) are editors of this year&#8217;s special edition of the
PRism on-line PR journal (<a href="http://praxis.massey.ac.nz/prism.html">http://praxis.massey.ac.nz/prism.html</a>).
The issue theme is:<o:p></o:p></span></p>

<p class=MsoNormal style='mso-margin-top-alt:auto;mso-margin-bottom-alt:auto'><span
lang=EN-AU style='font-size:10.0pt;font-family:"Arial","sans-serif";color:black'>GLOBAL
PUBLIC RELATIONS: trends and issues<o:p></o:p></span></p>

<p class=MsoNormal style='mso-margin-top-alt:auto;mso-margin-bottom-alt:auto'><span
lang=EN-AU style='font-size:10.0pt;font-family:"Arial","sans-serif";color:black'>Globalization
at the minimum involves networks &#8211; of media, goods, people &#8211; that cross
national boundaries and can vary in their extent, intensity, tempo and
influence. There can be no doubt that there is now global public relations with
programs, campaigns and activities that cross national boundaries in ways that
draw in not only traditional mass media but social media. &nbsp;Public
relations it would appear is at a cross roads. &nbsp;&nbsp;In an environment
where there are many cultures and indeed many moral points of view, public
relations itself can either become further entrenched perceptually as
perception management (propaganda and persuasion) &nbsp;or proactive as a means
of reducing conflict (the public relations in public relations). &nbsp;James
Grunig argued that when practiced ethically and responsibly, public relations
provide a vital communication activity for the world, not only for
organizations and nations.&nbsp; Indeed, he went further and said that public
relations could help to develop an understanding among groups &#8220;and eventually
reduce conflict.&#8221; Jacquie L&#8217;Etang in her insights into propaganda said that
revealing and communicating underpinning values explicitly together with
agendas &#8220;might therefore be an important part of distinguishing public
relations and propaganda&#8221;. </span><span lang=EN-AU style='font-size:10.0pt;
font-family:"Arial","sans-serif"'>On the other hand, some scholars (e.g.,
Moloney, Fawkes) have explored notions of public relations as &#8216;soft propaganda&#8217;
and of the &#8216;ethics of propaganda&#8217;; some suggest public relations damages
democracy by promoting the values of interest groups over those of society.<span
style='color:black'><o:p></o:p></span></span></p>

<p class=MsoNormal style='mso-margin-top-alt:auto;mso-margin-bottom-alt:auto'><span
lang=EN-AU style='font-size:10.0pt;font-family:"Arial","sans-serif";color:black'>In
