Acts of Cruelty: Australia's immigration laws and experiences of people seeking protection after arriving by plane (Palaver 2022)
by Dr Aileen Crowe.
Dr Crowe is a nun of the Franciscan Order of Missionaries of Mary in Sydney, Australia who has been a long term advocate of refugee rights. She was awarded a PhD from the University of New South Wales for her research into the refugee determination process for asylum seekers who have arrived by plane.
Acts of Cruelty documents the complex, drawn out and harsh legal procedures and historically racist and exclusionary immigration culture that await people arriving by plane and subsequently seeking refugee status in Australia. This story has hitherto been under-represented because of the more notorious offshore detention policies of successive Australian governments for people arriving by boat. Crowe's research:

  * Provides insight into why this category of people seeking protection are doing so, their stories of persecution and need to flee their home countries.
  * Follows numerous individuals or families seeking protection through their lived experience of the various stages of the Australian immigration process.
  * Gives insight into the role and work of refugee advocacy and advocates.
  * Explains the legal frameworks constituting the category of refugee, and obligations towards them internationally, and the agreements, covenants and bodies designed to safeguard these.
  * Discusses in detail, from first hand experiences, the ongoing shaping of the 21st century Australian immigration system, and concerning levels of inhumanity and dishonesty inherent in it at public service, tribunal, and parliamentary levels to exclude categories of people, and restrict their avenues of appeal, including through our courts.
  * Links this exclusionary system historically with terra nullius and the White Australia Policy.
  * Suggests ways to improve, humanise and build integrity of the system.
  * Draws attention to the cost and threat to Australian society itself of the current immigration ethos.
