I agree with you on the problems you allude to. 

But actually, these are precisely the issues (at least as I'm led to believe by ARC briefings) that the scheme is intended to address - a response to poor success rates for ECRs in Discovery and in the APD, and the sector-wide structural need to fund more ECRs. 

Disarticulating postdocs from (other people's) Discovery Projects opens up some pretty profound opportunities for ECRs, for our disciplines and for institutions - especially those institutions without  generic postdoctoral fellowship schemes, who have mainly relied on Linkage and Discovery before now, but who do - believe it or not - want to build capacity at that level. 

Anyway, let's see how it turns out - I'm feeling reasonably hopeful.
