Marcus Breen has been involved in cultural industries and development
for 20 years including, advisory roles for Federal and State Government
agencies in Australia, Mexico, Trinidad and Tobago, and across Latin
America in the ICT and regulatory space. He received his education in
Australia, at the University of Queensland, the Australian National
University and Victoria University of Technology. His most recent book
is Rock Dogs: Politics and the Music Industry in Australia.

Marcus worked as a journalist specialising in popular music and film,
before moving into policy research. He was director of the cultural
industries program at the Centre for International Research on
Communication and Information Technologies in Melbourne, where he was
instrumental in researching and facilitating the State Government's
successful multimedia policy in the mid-1990s.

His consultancy work has involved local, national and international
efforts at cultural development linking ICTs with policy settings. He
has worked as a consultant for Austrade (The Australian Trade
Commission), The Victorian Government's Department of State Development.
As a researcher and academic, his focus is on critical ideas about the
use of ICTs in new contexts, such as the developing world.
